The Executive Management Team at Windsor Essex Community Housing Corporation (CHC) is a dynamic group of experienced professionals dedicated to driving the strategic direction and operational excellence of the organization. Together, they lead CHC in its mission to ensure inclusive, safe and sustainable housing for our communities through compassionate service, innovative development, and facilitating connections to enabling supports, enhancing the quality of life for tenants across Windsor and Essex County. 

Nolan Goyette, Chief Tenant Services Officer & Interim CEO

With extensive experience in tenant services and organizational leadership, Nolan provides strategic direction to the corporation while overseeing tenant engagement and satisfaction. As Interim CEO, he guides WECHC in maintaining its vision and delivering innovative housing solutions.

Charles Janisse, Chief Financial Officer

Charles brings a wealth of expertise in financial management, ensuring that WECHC’s financial resources are used efficiently and effectively. He plays a crucial role in budgeting, financial planning, and maintaining fiscal responsibility throughout the organization.

Jeff Belanger, Chief Housing Infrastructure Officer

Jeff leads the planning, facility maintenance, and repair of WECHC's housing infrastructure, ensuring that properties are sustainable, and meet the needs of tenants. His work focuses on creating long-term value and enhancing the quality of our housing stock.

Jay Shanmugam, Chief Development & Regeneration Officer

Jay is responsible for driving the growth and revitalization of WECHC’s housing portfolio. He leads the development of new housing projects and the regeneration of existing properties, working to build vibrant, sustainable communities.

Danielle Bombardier, Chief Human Resources Officer

Danielle is dedicated to the growth and well-being of WECHC’s employees. She leads efforts in recruitment, training, organizational development, and employee engagement, ensuring that WECHC’s team is motivated, skilled, and aligned with the corporation’s goals. 

Beverly Throsel, Manager, Executive Operations

Beverly supports the executive team with seamless operations and coordination, ensuring the effective functioning of the leadership group. She manages the administrative and operational tasks critical to the success of the corporation’s strategic initiatives.
