The Central Housing Registry (CHR) manages a centralized waiting list for most social housing providers in Windsor and Essex County.
Instead of applying to individual landlords, applicants submit one application and select their preferred locations from over 32 social housing providers, including WECHC.
Rent-Geared-to-Income is a form of subsidized housing where tenants pay rent based on their household income. Typically, the rent is set at 30% of the household’s gross monthly income ensuring affordability for individuals and families with low to moderate income levels.

Eligibility Requirements
The Housing Services Act sets out the regulations for subsidized or RGI assistance.
To qualify, applicants must meet the following Eligibility requirements:
At least one member of the household must be:
- 16 years of age or older
- Able to live independently (with or without support services)
Residency Status
Every household member must be one of the following:
- Canadian citizen
- A permanent resident of Canada or has applied for permanent resident status
- A refugee claimant or Convention refugee
- A household with no enforceable removal orders against any members
Financial and Legal Conditions:
- No member of the household owes arrears to another social housing provider in Ontario unless there is an up-to-date repayment schedule in place
- No household member has had an RGI-related conviction in the last two years.
- The household income is within the Household Income Limit (HILS)
